The improvements to US 83 Starr County, Texas consists of the construction of a four-lane divided rural highway with a grass median within the proposed right of way (ROW) width that varies between 300-450 feet. The project scope also includes constructing bridges at FEMA flood zones, crossovers at approximate quarter mile intervals and future major intersection at FM 2098 with turnarounds and proposed 450-foot ROW. This project will improve capacity, upgrade facility to meet the Texas Trunk System and maintain access to communities.

IOC Company, LLC is the prime contractor on this project. Project limits are from 0.255 north of Starr/ Zapata County line to 0.31 miles north of FM 2098. The total project length is 6.174 miles.
